Dandy is no joke one of my favorite archetypes in the game.
Getting TWO proficiency rank ups in helpful skills (that only get expanded use from the archetype) as well as a really helpful downtime activity is amazing as a 2nd level class feat.
Gossip Lore is Bardic Lore keyed off of a debatably more helpful skill with dubious knowledge attached on; absolutely solid on a high int character.
The rest being skill feats not only make it really easy to get the most out of the archetype, they also add really fun uses of your skills. The fact that fabricated connections is x/day or x/week kinda sucks, but what you can do with it is so versatile and helpful, it makes up for it. Distracting flattery doesn't come up often from crit failed rolls (from my experience) but daaaaang if it isn't nice for faux pas due to a lack of cultural knowledge. Party crasher feels niche, but oooooh so much fun in the right game.

Absolutely love this write up. The video focuses on the more RP elements of the archetype, but as you've pointed out, there are actually a *ton* of actual mechanical benefits to picking it up as well that apply well across a broad spectrum of classes, especially any character with solid INT

It's really great, both mechanically and has some great flavor.
Only real downside is that it can feel a little bad to exit because the three skill feats all feel kinda limited. If it had a couple alternate feats from the CRB or something it'd be perfect.
Still very cool though.

Tbh, while the skill feats actually do have substantial limits, they really aren't the worst depending on your team.
Like, if your rogue gets caught stealing, distracting flattery basically lets them ignore the consequences of their actions (although presumably they have to put the loot back), the barbarian can coerce people in broad daylight while you flatter the guards to look past the crime, etc. The real advantage is that it lets your party push the bounds of social rules and decency; it's really only as restricted as your party let's it be.
Fabricated connections has like, 4 uses, and while subsist is kinda meh, 1/day request and make an impression is good enough for a character who focused on deception but not as hard on diplomacy. Generally speaking, I only run into 1 or 2 super hard social encounter DCs a day anyways. Earn income 1/week may as well be just use deception for earn income since you only have to roll the check 1/job, you just don't get to retry if you fail.
Party crasher is really the only one I'd really consider niche, but even then, it's an excellent way to expand who you are connected with using the Connections or Underworld Connections feats, since basically no one is beyond access to you. It doesn't matter if the king would have audiences with peasants; you're always at his parties, and that's really all you need to have a foot in the door to add him onto your expansive network of people you can call on. That also says nothing to it's value in a social heavy game

Does anyone have recommendations on good ways to use the rumour spreading?
I'm not super familiar with the AP, so I can't give specific advice for it, but in general:
-Inflate your own good reputation, or deflate your bad reputation. Overall, this should help diplomacy based rolls, especially make an impression and request.
-if you have an upcoming infiltration, use it as a "primer" of sorts. If you need to make your way into a gang, spread a rumor about how tough you are. If you need disguise as a noble, or even take the place of an existing nobles, spread rumors to help; if you are adopting a fictitious persona, spread rumors about, well, anything of your deeds so people just accept your existence easier; if you're impersonating another person, spread rumors to offset some stumbling blocks. If you're shorter than the noble, spread a rumor that Lord Fardquat is shorter in person, if you have a limp or w/e, and the noble normally doesn't, mention how the duke recently took an injury to the leg during his fencing lessons.
-If you are trying to take down a rival organization, shamelessly mudsling. Got a pesky guild competing for your contracts? Spread a rumor how they are faking their taxes and short cutting the crown and watch them grt caught up in scandals. Bonus points if you know they really are doing the stuff you say, or can falsify incriminating documents. This is also a great way to suppress villains who use political influence to carry out schemes.
-need to commit a crime? Spread a rumor that the infamous Red Herring is fixing to rob the arcane university blind. While the guards are on higher alert and divert resources to this bogus claim, carry out that sweet bank heist. Alternatively, if you know of a plan you want to spread, use your rumormonger powers to make it public, and crank up the pressure.
It's honestly an amazing power if you dont mind being a little bastardous, and the DM actually plays their society to react to your rumors
