Does anyone else see it as it is written now as not only underpowered but almost more of a negative then a bonus?
Nope, as written in 3E a 2HF could have his cake and eat it too gaining a shield bonus and dishing out high end damage.
Reducing the power of the Animated shield balanced out the 3 fighting styles. You have trade offs when you choose TWF, Sword & Board, or 2HF: More attacks, More AC, or More damage. Now the Animated shield allows for more tactical options.

Considering an animated shield was about 7 points of Armor Class back in the LG days when any Magic Vestment you got was done at a ridiculously high level during the morning buffing, I don't see a problem with the change. It's still awesome, you just have to use it more tactically. Plus with feats like Vital Strike, Quick Draw and the like you'll have a move action to use with it to let it loose.
The +2 bonus miiight be a bit harsh for 4 rounds on and off, but a lot of fights at that range can be over in 4 rounds very easily with good team work. Either that or they'll easily last long enough to let you use it twice, your only feel screwed if you die on round 5-8. :)
