If I go Half-Elf is it possible to get Adopted Ancestry Changeling?

"Choose a common ancestry." Changeling is neither Common or an Ancestry so you're out of luck.

As graystone said, that doesn't work.

However, Human Changeling with Adopted Ancestry (Elf) would mechanically be the same, giving you Low-Ligh Vision and access to human, elf and changeling feats.

Might not fit your Roleplay idea, though.

Not quite the same, as you'd be locked out of 'half-elf' ancestry feats. Also, you wouldn't count as a half-elf for the "you don't need to meet the feat's ability score prerequisites" part of the Multitalented human feat.

That's true. The feats aren't a big loss for most builds, I'd wager, but the Multitalented issue is something to keep in mind.
