Criteria for dragon-ness, in order of importance (to me):

0. Massive bonus points for achieving any of the following at lower levels
1. Spends as much time as possible in the form of a dragon
2. Effectively uses natural attacks, especially bite
3. Has a breath weapon
4. Can fly with wings
5. Has high strength
6. Has dragon resistances (elemental type, paralysis, sleep)
7. Can use magic appropriate for their type (arcane/divine)
8. Doesn't need armor
9. Looks dragon-like even outside of a Dragon Form type spells
10. Can be larger than medium size

Trying to get a hold on how many different ways there might be to go about this.

Dragon instinct barbarian, with Dragon Discipline Dedication.

To start with the obvious.

Kobold monk/DD/Sorcerer. Great claws for primary attack, breath weapons, flight, resistances from scales and a couple spells.

Kobold druid/DD. Scaled armor and wild shape to be the best at battle forms.

Lizardfolk Dragon barbarian, bite and claws, wings, breath weapon.

Kobold giant barbarian/DD, size increase, breath weapons, wings, resistances.

Kobold druid dragon disciple. Gets the earliest dragon form you can get, and eventually can make it indefinite. Can have breath attack early (though technically not jaws, as you would need to be spellscale/dragonscale ancestry to qualify for dd) and either resistance or arcane cantrip. Dragon scales (DD feat) works well for shapeshifting. Kobold gets ancestry feats to get arcane casting, and more can be gotten through DD feats.

Everything on your list except bite attack, until shapeshifting comes online. Claws could be a good substitute though

Technically, a GM could let a strongjaw get DD as an uncommon option. Access only makes it a common option.
