Given that the Doomed condition is designed to be 'ARGH... GET IT OFF ME!!!' by its definition, I'm thinking that even someone with regeneration is supposed to be afraid of it. So I would guess it would be intended.
That would be my take based on the couple of times I heard Jason Buhlmahn talk about what Doomed was in videos.
But I'm hardly authoritative, just my impression.

The wording of Regenerate is "The target can't die from damage and it's dying can't go past 3. If you get wounded 4+, you stay unconscious", so I think Doomed 1 is fine, Doomed 2 is getting into semantics of "are you dying from Doomed itself, or is it helping the damage kill you?". The former, Regen ain't helping you out; the latter however, means you can be Doomed 3 with Regen and be just peachy keen (D4 still turns you into a corpse unless you got Diehard, because your body just craps out and rejects your soul, Regen WILL NOT stop that)

I'd say that can't die from damage means no autodeath due to massive damage. The statement that you can't go past Dying 3 confirms that you can get and progress down the dying track, they aren't immune to the dying condition. The fact that you can have wounded greater that 4 further confirms that you can get to dying and come back, and you are wounded, but that wounded higher than what would normal be dead you stay unconscious. But you are still ceiling-ed at Dying 3.
But it still seems if doomed makes you die at dying 3, dying three is available to someone with regeneration, so they could die with just doomed 1 if they get torn that close to normal death. If the intent was to make dying not be a thing for Regeneration (have to get to doomed 4) the simplest thing would have been to simply make Regeneration mean dying capped at 1 or removed the death aspect of dying, rather than capping at 3 which is specifically one under normal death, or redefining dying at simly unconcious as they did for the higher values of wounded. And also, Doomeed, as I recall does not add to your dying level(which regen could have potentially capped off), it reduces the dying level at which you die (to the point where Doomed 4, you die at Dying 0 ie not even having dying.

I agree that doomed probably overcomes regenerate. Note also that there are effects like Power Word Kill and Fatal Aria that kill instantly without regard to regenerate or your Dying condition if the target is low level or brought to 0 HP by the effect. Disintegrate also seems to finally be fairly clear about killing regenerating creatures if it brings them to 0 HP.
