Can you give a Mutagen to an animal companion?

I believe you are referring to Young animal companions. I do not see that same characteristic on Mature animal companions.

all animal companion evolutions basically build upon Young animal companions. (you add stats and abilities)

none of the "evolutions" removes the restriction that is placed in the beginning.

plus, the language is not "young animal companions can't blahblahblah" but "Animal companions can't blahblahblah"

More precisely, it's mentioned AFTER it talks about how the animal companons evolves into other types of companions:

"As you gain levels,
you might make further adjustments as your companion
becomes more powerful. Animal companions calculate
their modifiers and DCs just as you do with one difference:
the only item bonuses they can benefit from are to speed
and AC (their maximum item bonus to AC is +2)."
