I think it should be a little stronger. Maybe level + 4 or something? Or keep the +level HP but recovery DC - 2?
It's certainly not good on most characters that already have a lot of health. But if you're a -1 Con Elf Wizard, at level 3 you'll have 6+(6-1)*3 = 21 HP, and getting 3 more isn't terrible - it's 14% more HP. Reducing the DC of recovery checks by 1 is minor, but not nothing.

It works the same as old Toughness, which is fine.
1hp per level. I think it's great on anyone.
The only difference between PF1 and 2 toughness, is it use to start you out on 3hp, and then +1 for every level after 3rd.
But PCs have a lot more HP now than in PF1. (1d10+Con)*level vs 8+(10+Con)*level.

the "You reduce the DC of recovery checks by 1" is huge. remember that dying is a flat check so decreasing the failure/critical failure is a bigger deal as you don't get to add modifiers. If you go dwarf and get the racial feat to reduce it further you can crit on a 17+ at dying 1.

I'm not going to lie. I must not be real smart b/c i don't understand the answer. If I take toughness at 3rd level, I get three bonus hp. When I level again do I get an additional bonus hp? My GM is saying its a flat one time bonus. So if you take the feat at 15th level you get 15 hp. That seems suboptimal to me.

Assuming I understood you correctly, your GM is flatly wrong. When you take Toughness at 3rd level, you gain 3 HP, and you gain 1 HP at every level afterwards. If you instead take it at 15th level, you gain 15 HP, and 1 HP at every level afterwards.
