I think it takes into account that you have spent some money off-screen on consumables.
On page 509 you have a table showing how much treasure a party should find over the course of a level. Sum up levels 1 and 2, divide by 4 PCs = 118.75
However, as a party you're supposed to have found and consumed 2x 3rd level consumables, 4x 2nd level consumables and 5x 1st level consumables.
So being left with 75GP after spending your share on these backstage drinks seems plausible.

And where did you get the 52gp per adventure? Looking at 1-01 it gives 14 gp at level 1, and 22 gp at level 2. Looking at the guide this seems to be the standard amount for all scenarios.
So a fresh lvl 3 should have gotten a total of 108 gold if they got every treasure bundle in every scenario and never spent anything.
75 gold seems very reasonable for that.

EDIT: here is what I read:
Variation by Level: The Second Edition campaign grants each participating PC an amount of wealth based on that PC’s level, no matter the adventure’s tier or the subtier used. For example, a Tier 1–4 scenario would grant 52 gp for a 1st-level PC and 152 to a 3rd-level PC, whether they played Subtier 1–2 or 3–4.

Yes, a level 1 character earns a maximum of 14 gp per scenario (x3 for the whole level) or 42 gp for a module (14x3=42).
You earn a flat rate per “Treasure Bundle” based on your current level.
2nd Level is 22 gp per scenario (x3 for the whole level).
That gives you 15+42+66=123 gp if you never spend a single consumable.

Which would mean you are finding about 55% of the Treasure bundles (given 60/(42+66) [not counting the starting gold in both]) or spending 45 % of your gold on consumables.
If the first case is the expectation fine, else I think it really is very few gold, especially with the free consumables you get from your training.

75 matches the lump sum total on page 511, so it is likely correct.
What this indicates to me, is that the Pathfinder training (spells,scrolls,wands) coupled with the expected treasure per scenario is likely to end up above the WBL curve. Especially with the ability to use consumables found during the adventure w/o it using up a treasure bundle.

You are right, it is simply WBL. Still that makes me, like you, wonder on what really the expectation is.
It might leads to having the agents of the society really, really good equipped, which would might lead to problem while balancing the encounters, as the players have significant more resources as expected.

The gold from scenarios does aim substantially over the target WBL currently, and I think the pathfinder training is going to mean consumables don't add up to that much, which means this is basically 48g under, or about 60% of the gold a leveled char would get.
That said, 48g will quickly stop being a big amount as you level, and nothing says the boon should be an optimal amount of gold. Between that, not getting faction rep & just wanting to stay the same level as other players at launch I haven't spent any playtest points yet.
I'm thinking I'll likely buy a pile of the 4 point boons rather than the big "get a higher level character" ones.

Also keep in mind the fact that you won't necessarily get all the treasure bundles every adventure. If you only find 7/10 treasure bundles every adventure (Sad, but not unrealistic) at level 3, you would have amassed 75.6 gold. Even without assumptions regarding how much you spend while getting to level 3, I think 75Gp is reasonable...
Would you have more by playing through those levels, yes...but not that much more, and the time savings would be worth it to some.
