I have noticed in the PDF I have of the playtest rules that the Reincarnate spell is no longer there.
Has the spell been removed or is the PDF playtest file not a complete depiction of what will be in the final rules?
The latter. Well, I guess we can't say if the former is true with certainty or not, but the latter is definitely true.
How else will my character have a chance to be reborn as a badger?

I suspect it's gone. The new Ancestry mechanics seem like they'd make Reincarnation a huge hassle to integrate - it also doesn't neatly fit into the current magic paradigm very well either.
That doesn't really seem true. It can be made into a ritual just like Raise Dead, and the ancestry change seems fine. You'd get a new ancestry and heritage, but the bulk of ancestry feats are learned or cultural. You'd basically just treat the reincarnated character as having the adopted feat and only replace ancestry feats dependent on physiology.
If anything it will work better than PF1. Narratively, a dwarf who is reincarnated into an elf should retain dwarven weapon familiarity, not replace it with elf weapon familiarity. And everyone getting a free ability boost means you're significantly less likely to compromise your performance by getting a bad stat array for your build.
