There's the warning shot feat. It does exactly what you want I think.
Dunno about RAW, but I'd allow that if only to stop people figuring out ways to stack on penalties to attack in order to have the screaming bolt miss.

qinggong monk (or one capable of casting this by multiclassing into caster. using deadhand style. i use deadhand in melee mostly with shatter defenses and medusa's wrath for 2 extra attacks once they are shaken.(not to mention, in melee, if you hit them twice or more fear effect can stack into frightened and panicked)

Neat, I didn't knew about ranged unarmed attacks other than Blood Crow Strike and Zen archer's thingy.

It's fairly feat intensive but you could combine Boar's Ferocity with Ascetic Style via Weapon Style Mastery. This works because there are thrown weapons that are part of the monk weapon fighter group. Sure most of those weapons have a range increment of 10, but this can be improved upon.
There's also Scrutinize Spell. You don't have to be a spellcaster to use it, but it only works on spellcasters, so it's application is limited.
edit: it occurs to me that neither of these may allow you to affect someone who is more then 30 feet away since they just give you free intimidate checks and the skill it's self is limited to enemies within 30 feet you.

If you use Ventriloquism, does the 30' rule built into the skill itself start wherever you send your voice within the range of the spell?
They get a Will save to disbelieve it, but you are already going against their wisdom modifier with your intimidate check anyways.
I know you said martial, but it's a low enough level spell that anyone with UMD has a way to use it.

by the RAW this wouldn't work since the skill lays out 3 clauses that have to be met and ventriloquism only allows you to meet one of the 3.
You can only threaten an opponent this way if it is within 30 feet and can clearly see and hear you.
It means even if you did project image by the RAW still wouldn't work (though I imagine most DMs would rule that it does work so long as they fail their will save against the spell).
If you're going the spellcasting route though, you could do
Magical Lineage[Darkness]+Nightmare Weaver+Reach Spell.
Nightmare weaver is also an intimidate check, but the way it's written it seems to over-ride the clauses I listed above. Otherwise it would fail most of the time what with it be triggered by casting darkness.
