Well, I mean, it depends on which bureau. For example, I would much rather fight my enemies with the Federal Bureau of Investigation than the Bureau of Labor Statistics...
Or, ask yourself which one wins at scrabble. Clearly it's the quasit at 15, though mephit comes close at 13.
Frankly, I think all four options are just about equally viable, other than the possibility of finding a mephit that can affect your enemy's elemental weakness, in which case I'd go with that.

I haven’t looked at the stats for any of these so I can’t be sure level for level but with demons losing their PF1 immunities and resistances but devils keeping theirs I suspect devils will be a solid summoning choice. If Nettah is correct (I assume so, but again I don’t have the bestiary), elementals will be good choices. The couple times I’ve seen summon spells in play the creature doesn’t last long. They are lower level and therefore really easy to crit. So if elementals can’t be crit they will on average last longer.
Plus elementals are neutral so anyone can summon them. Unless they got rid of the alignment restrictions.

Yea especially at that level fire elemental seems quite a bit above the rest (just make sure the explosion doesn't hurt your group more than the enemies). The fact that your summons can't get their reactions makes the air worse (and earth later on). Btw do we know how the water elemental out of water will work with the summoning trait. It's slowed 1 and can't take reactions normally. Would that do nothing or reduce it to a single action every time you concentrate?
