Nethys's domain is drifting through Maelstrom, a giant desert mesa on a stone slab the size of a planet, with thousands of wizard's towers around it's edge. Compared to its surroundings, it's an island of stability, but the weather is often wild and unpredictable.
In the case of most gods, it's ease to say what is the primary race of the outsiders in their domain. But I have problem with Nethys. For what race would live in his domain?
Nethys is N, and his domain is located in Maelstrom, so I looked first into N and CN outsiders. But the only major Outer Sphere races among these are aeons, psychopomps, proteans. Psychopomps serve Pharasma. Aeons are dedicated to their own agendas. Proteans tolerate Nethys, but most of them doesn't seem very magic-oriented. None of those seem to fit.
Do you have any ideas?

If nothing else, there's always the specific divine servitor outsider
Yeah, but by the description they are planar explorers. I don't imagine them spending much time in Nethys's domain.

James Jacobs says they haven't worked on Nethys's domain yet, so I guess there's no official answer. He mentions proteans, but I think they are rather visitor than permanent inhabitants, as they find any type of permanency abhorrent.
Still, if anyone has an idea what could live there, I'm listening.

Planar Adventures says Planar Ally spells from him get Aeons, Elementals and Sphinxes. Irori's contradict previous material, though I see nothing wrong with the others.
Perhaps, in keeping with his split personality, his realm is populated multiple groups of opposed outsiders that only fear of retribution by Nethys himself (his contradictory philosophy never says he ignores threats or those fighting in his "home")? Perhaps it's a meeting place for these outsiders to form parties and act against agents of Rovagug, as the world breaker is one of two things (using imbue with SLA to give magic to non-casters being the other) that he consistently opposes?
Perhaps some of his most powerful elementals have the Sorcerer class template? It's officially (in CR terms) only as powerful as half celestial/half fiend.
edit: The PF2 playtest gives him the anathema of "pursue mundane paths over magical ones", bringing us to three things. Doesn't change anything of gthe above.

I like these ideas, elementals in the Outer Sphere and planar sphinxes.
Speaking of meeting place, I figured that some of the powerful mages, especially those that mastered planar travel and were able to achieve some form of immortality, could move to and settle down in his domain, even if thery are still technically mortals.
I'm trying to flesh it out a bit, as my PCs may want to visit it soon. I imagine that each wizard tower in the domain would be indpendent of others, and lead by a powerful mage or outsider. What do you think would be an appropriate CR for such vassals of Nethys?
