Aklo is one of the languages of evil things in general in Pathfinder, and it originates in the Darklands.
Several kinds of creatures speak it mostly. Evil Fey probably speak it to be able to deal with creatures of the Darklands.
I'm also pretty sure basically evert intelligent creature also speaks common...so maybe don't put too much stock into how or why certain creatures speak certain things.
I honestly feel like it came down to one individual just going "Sure, that sounds good".

I think it came up because several Fey were.... not exactly the sorts to be tossing Sylvan around, you know?
They needed something to reflect being otherworldly and malevolent, and they landed on Aklo. Not the smoothest fit, but very little in a kitchen-sink setting is.

Most of them, but not all of them. Also, which language is Common may depend on the region, it doesn't have to be universal. In the Standard Pathfinder Setting, the Common language in the Inner Sea Region is Taldane, but in Tian Xia it's Tien, in Darklands it's Undercommon, on other planes it would be the appropriate planar language, and who knows what it is on other planets than Golarion.
