Starting items at higher levels

I was hoping to get a few questions answered involving characters starting at higher levels and the gear they start with. I know the rules in the book say "work with your DM to determine what you start with". However we are all swapping off DM'ing different modules in the playtest, so an overarching consensus would be best as we are about to go into Mirrored Moon.

1. Can they sell the (items) they take off the list and use the combined gold to buy a better item to start with. Multiple characters in the Sembril hall had no use for a 3rd level item, but could have sold it to buy better gear.

2. For the items you get to start with, must they come specifically from the treasure lists provided in the handbook? Under runes in the handbook it says a weapons item level is equal to the highest item level of the sword or rune. Meaning an expert(2) +1 (4) disrupting (5) weapon is a 5th level item. Instead of using a 4th level item to get a +1 weapon and a 5th level slot to get a disrupting rune, could the player instead get that +1 disrupting longsword as his 5th level item? Note, that I am not asking "is this PC a greedy assclown?" I am asking if this is correct by RAW standards

3 In an aside to the last question, would they have to pay for special materials for their armor/weapons if we are going by the strict interpretation of the treasure list?

Once again, I am not interested in "I would never allow that, or play with the person. He's a meanie!" I ask this from a RAW so we don't have to have arguments.


1. No. More specifically, not in the playtest campaign. If it's a homebrew campaign where the characters will be around for more than just a day or two in game, sure, whatever.

2. Property runes are items unto themselves. They can be paid for with their own item slot, or with straight up money.

3. Materials must be paid for with money. However, I would say an item slot of equivalent value suffices, when you compare the price of the material with the maximum value of a permanent item on the treasure table for that level.
