In Pale Mountain's Shadow, Purchasing Gear- Magic?

It's not clear whether or not the PCs can obtain magical items.

Page 19, under Purchasing Gear, says,

"Each character begins with one 3rd-level item, two 2nd-level items, and one 1st-level item..."

I went through this yesterday and what I interpreted is that they start with some permanent items which can be magical or just high quality then get some coin to spend on magical or alchemical consumables and misc geat

Look at the treasure table on p349 to see what magical permanent and consumable items are available but also remember to check out alchemical items since they are not listed there.

For example my Fighter took

Expert Full-Plate (lvl 3)
Expert Greatsword (Lv2)
Expert Climbing Gear (Lvl 2)
Compostie Shortbow (Lvl 1)

After that he had 300 so to spend which he used to buy a basic set of adventuring gear (backpack bedroll etc) then spend the rest on healing potions and Bravo's brews.

Important Notes I found

Expert Tools, Weapons, and Light/Medium Armor are all lvl 2 items that your PCs may want but are not on the p349 table.
Lesser staves of fire, mentalist, and healing are all notable lvl 3 items
Alchemical items are not on the p349 table and may have effects that the PCs wish to buy.

I believe anything of 'common' rarity can be purchased in cities freely.
