The weapon is a +1 Impact Spellstoring one. It costs as much as a +4 weapon with no particular ability.
So, to answer your question in a straightforward fashion, yes, it can be +1 only.
In a game, one of a my characters has a +1 Bane Frost scimitar. Each of Bane and Frost are equivalent to a +1 enhancement.
When I attack with it, I add 1 to the result of my attack roll, compared to what I'd obtain with a regular scimitar, I add 1d6 of frost damage if I hit and another 2d6 of damage if the hit target is of the type affected by this specific Bane.

What we're saying is for determining creation cost, market price, and creation time it is considered a +4 weapon.
In combat is performs like a +1 weapon, with all of the abilities granted by the 2 enchantments on it.

Don't forget the extra +2 to hit and damage vs that type of foe for bane as well.
