Controlling Undead

So under Cleric there is a blurb about controlling undead, it says you use one action to issue a command to make a minion take an action. My question is can I control all undead that I have with one command action or do I have to issue each undead a command to make it do something? If so why would we be given the option to control 4 undead if we only have 3 actions?

A creature with this trait can use only 2 actions per turn and can’t use reactions. A minion acts on your turn in combat when you spend an action to issue it verbal commands (this action has the concentrate trait). If given no commands, minions use no actions except to defend themselves or to escape obvious harm. If left unattended for at least 1 minute, mindless minions don’t act, whereas intelligent ones act as they please.

Seems one action per minion from this wording, though we'll probably need to get clarification in the errata if it's considered unclear enough to require clarification.

Given the changes to the Summon Monster spells, it seems clear that the intent of the action rules is to have a strong limit on minions available to PCs. Trading one action for two is still a good deal, depending on what your minion can achieve with them. And minions are always valuable for a host of other reasons too.

And to the 4 undead part, they are under your control for 24 hours if from the command undead feat. So going in with 4 even if 3 can act still increases your numbers. Even if you can command only 3 per turn, which would take all of your actions, the 4th would be there for when one drops. I can see just one being used at a time while you cast the 2 action spells. But my reading is also you give one a verbal command at a time, but that could be a misreading.
