Benefit: Select a 1-point evolution other than pounce or reach from those available to a summoner’s eidolon. Your animal companion gains this evolution. The animal companion must conform to any limitations of the evolution. For instance, only an animal companion of an appropriate size and base form can have the mount evolution.

my question is: some of the 1* evolve points require a 2* evolve.
BUT what happens if my companion is a Velociraptor.
which already has limbs.
if I take the appropriate feat, would I still need the limbs evolve to qualify for a slam evolve 1* evolve?
the raptor has limbs already

Since the slam evolution says it requires "the limbs(arms) evolution" it's up to the GM to rule that what it really requires is arms no matter how it gets them. I run it that way w/o hesitation, but technically it isn't RAW.

It would be nice if the feat was more flexible like this, but as written you're out of luck. It would be really nice if you could accrue a pool of points by taking the feat multiple times and buying increasingly more expensive feats, but as is, you're stuck with a limited amount of options.

It was not written to be more flexible than that. It's designed to give you a small sample, nothing more.

It's a matter of RAW vs RAI here, but I'm fairly sure that most GMs will let you take the evolution as long as the companion already has the appropriate body feature. Mine had no problem with me giving my boar the Slam evolution.
