A tool of corruption, this staff is carved from what appears to a long, thin finger bone of a creature of immense size (actually one of the dragon's wing bones). It seems to drip a black ichor from various pores and scratches along its surface.
The staff can be used to cast each of the following at will as spell-like abilities: acid fog, cloudkill, darkness, insect plague, plant growth. The wielder of the staff gains the benefits of constant water breathing and freedom of movement as long as it is in hand, and can use gestures of the staff as somatic components when casting spells. Finally, this fell staff counts as a +4 acidic burst club, quarterstaff, or great club, as the wielder desires.

Black dragons spit acid, swim and breathe underwater, and pollute the area. I don't know what level spells you're looking for but acid damage spells start with acid arrow, touch of the sea or water breathing might handle the next, and possibly desecrate or transmute rock to mud or one of the curse terrain spells for the last.

Legendary as in Mythic? If so, you'd get 10 spell points to use but they have to be from the same type (sorcerer/wizard most likely), I'd go with;
1/day: Cause Fear (frightful presence), Fog Cloud, Draconic Reserve (acid only), Bestow Insight (draw upon the Dragon's ancient wisdom)
3/day; caustic touch (BD's are all about that acid)

Yes, the Mythic legendary item. This item is a weapon, just unsure of what weapon yet, crafted mainly with oversized dragon teeth and/or talons.

In the Marvel comic books, Dr. Strange gave the Valkyrie a new sword called Dragon Fang. It was carved from the incisor of a dragon, and was _utterly_ unbreakable. As in, she used the flat of it against the Hulk once. The Hulk was pissed, grabbed it from her, bent through about 90 degrees... and it just sprang back into it's normal shape when he let go.
You could make it a Sword of Sharpness...

A summons doesn't really make sense. You use a dragon part to make a sword that summons some other dragon?
Make the sword an intelligent item. Special Purpose: destruction. Sword itself gets the Acid Burst enchantment. Special Power: Form of the Dragon 1 (Black Dragon only) at will, must wait 10 rounds between breath weapon use. If you want to make it a little extra bad ass count it as adamantine and make it an aligned weapon.

You could say some part of the dragon's soul is still inside the blade? That's how I described it for the artifact dragon based weapon I made... (I specifically cited in the "Destruction" section for it that destroying the blade freed the dragons soul.)
As for the Sword of Sharpness comment, I'd say probably worth two.
