You sure can:a Taiaha is a one handed weapon with the double property. As such, you can wield it without issue.
Now, is your question "Can I wield both ends one handed?"?

but can you use two double weapons as two 1h weapons using only one end at a time?
You sure can! *hands over 2 Taiaha* If you want to use another kind of two handed weapons, you need to buy them one size smaller than your PC's size so they become one handed weapons or 2 sizes smaller if you want a light double weapon. So a medium PC can wield two small monk's spades in TWF for -6 to attacks.

As a fun fact, the Taiaha is the only double weapon that can use effort lace to allow weapon finesse with both ends [and the off end already counts as light for people that question effort lace and TWF]. ;)
Is it specific to that weapon?
Taiaha is the only one that doesn't require using smaller sized weapons to shift handedness down to one handed or light. For any other double weapon you're asking the equivalent of "can I wield a greatsword in one hand" as the other double weapons are two handed weapons [MUST hand 2 hands to use].
EDIT: You COULD use Jotungrip from the titan mauler to use normal sized double weapons as one handed weapons with a -2.

Dagger pistols are also double-weapons that work just fine in one hand.
They aren't true double weapons though, only for the "purposes of creating masterwork or magical versions of this weapon". Though for the purposes of one handed use I guess it would work the same [I can't think of anything offhand that relies on a weapon being double].
The Quarterstaff Master feat allows you to wield a staff one-handed.
Unless it's differing enchantment on the staff ends, I'm not sure there is much meaning to it being double [same damage, damage type and crit].
I think there's a few ways to use a weapon from the polearm or spear categories in one hand, but off the top of my head, I can only think of the Phalanx Fighter and the Weapon Trick: Polearm feat.
Boarding gaff, weighted spear and Chain spear.
Dex 15, Spear Dancing Style, Two-Weapon Fighting, Weapon Finesse, Weapon Focus, Spear Dancing Spiral and quarterstaff master = one handed weighted spear and Chain spear [if you have 6 feats sitting around].
Polearm Tricks [Choke Up] is –2 attack/damage rolls and no attacks with your other hand. IMO, if it's what you normally do, a smaller sized weapon does around the same thing [-2 hit and lower damage die], doesn't restrict your attacks with offhand and doesn't cost a feat.
Phalanx Fighter: I was thinking there was a fighter archetype. Yeah, that actually works well if you don't mind playing that archetype for at least 3 levels.

At this point, I'd like to ask what your purpose is in wielding a double weapon in one hand. Is it to get additional options over a one-handed weapon ? (such as, this end is bludgeoning, this end is piercing, so I don't have to switch weapons, just switch ends). Or maybe each end has a different bane enchantment ?
I ask because there might be a better or simpler or less expensive way to do the same thing.
