Hey I need the skills of those far greater than I!
I am wanting to make a Bad Guy control PC - so I am thinking spells like, Charm Person, Control, Suggestion etc.
I feel the obvious starting point is atleast a1 level of Mesmerist for the free -2 for the will saves.
I am thinking Human (2 feats), however I do have a Samsaran boon....
beyond this I am at a lost, I am thinking the psychis class might be fun and blends with the mesmerist well. Any advice?

14 or 17 Charisma
12 Dex
14 Int
spell focus enchantment as a feat
Dunno about Race - Human for 2 feats and +2 to 1 skill or
Samsaran - =2 int and wisdom....

That's possible. The question is, do you want mesmerist X / psychic 1 (dipping for the phrenic pool) or mesmerist 1 / psychic X (dipping for the hypnotic stare & better armor/weapons)? Straight mesmerist or psychic should work fine too.
If you're talking about boons this must be for PFS and there's limits on how much of a Bad Guy you can be as I understand it.
I think a mesmerist has about the best spell list for what you describe anyway, and without a sensible reading of the mystic past life trait (impossible in PFS) it's useless to psychic casters. Go with a human.

Thansk for the advice, I want to give the Psychic a try and when I was just fiddling with it.
My idea is a Charles Exavier type Psychic who can battle fiend control by locking down the bad guys, preferrably steering clear of the standard classes, and yes this is for PFS.
I am thinking of a level dip (or more) in mesmerist for hte -2 for wills, effectivly boosting the DC by 2 so with fiddling a DC 15 is actually 17 at level 2..... kind of fun.

I wouldn't recommend dips as full casters it's the sort of thing you will come to regret. May look nice as a build but going so long with weak spells can be annoying. You want level 4 as soon as possible. More levels in Psychic will mean higher levels spells with higher DC's, better affects and more points to put in the class ability that increases save DC's for mind affects. It will also mean you will have access to other control or buff spells for when enchantments just won't do, haste, black tentacles, early access telekinesis.
Psychics get suggestion and aversion earlier, both really good enchantment spells. Aversion either takes someone out of the fight or lands sickened on a save.
If you ever make it to level you want to get this beauty of a spell.

This project would be much easier if The Variant Multiclass Rules had been expanded into the Psychic classes - I’m sure Hypnotic Stare would be something you’d get by 7th level if not 3rd VMC’ing into Mesmerist.
To trim down the amount of multiclassing your wishlist requires, you could consider the 1 level dip into Mesmerist and then going full Sorcerer and take Crossblooded for both the Fey and Psychic bloodlines. You’ll cast your spells as a Psychic caster and get some nice spells from the Psychic spell list as bonus spells while also getting the Fey bloodline’s sweet DC bump.
I think there might be a feat that gives you a limited Phrenic Pool, but I can’t find it atm. I know Crossblooded delays your spell casting in the same way as just dipping one more time, but if you’re making this character to be a villain, I’d be more concerned about keeping the numbers cleaner with less multiclassing. Plus, you have 2 classes geared off Cha, instead of having a third class on top of it all geared off Int, and Cha is just a better ability score for a manipulator to have, imo.
