Are you going school savant archetype to get the admixture ability? If yes, you can safely dump charisma. If instead you're picking up the school understanding exploit for it you should have a bare minimum of 12 cha and I would recommend 14. Other than that, picking up potent magic exploit, extra reservoir feat, spell focus and greater spell focus feats are good ways to pump the DC of your fireballs.
Using your reservoir to boost the DC rather than caster level will get you more bang for your buck with fireball, as having more enemies fail their saves against 8d6 fireball is more effective than everyone saving against a 10d6 fireball. Potent magic and greater spell focus gives you a +4 to the DC, making the DC easily into the 20s without any other shenanigans going on.

Traits: for a blaster, traits actually come near the top of the list of priorities since there are a couple that are gamechangers. The Magical Lineage trait is a must-have for reducing the cost of applying metamagic feats to your fireball. If your GM allows you to stack it with Magical Lineage, Wayang Spellhunter does the same thing for double the cheese, although you definitely want to run that past your GM since many will rule that they don't stack (I'd certainly rule that way)
Feats: Given the level range indicated, you definitely want Spell Specialization (Fireball). This takes Spell Focus (Evocation) as a prerequisite, so that's two feats. You'll want at least one form of metamagic, and Empower Spell is a good pick. You will want Intensify Spell, but you could delay that until 9th level if you want. Spending your remaining feat(s) on metamagic certainly isn't a bad idea, although there are other options like spell penetration or mage's tattoo.
Exploits: you will need School Understanding (as you've laready indicated). Metamixing is another good pick since you will be using metamagic to the fullest extent with fireballs. Quick Study is a favorite Arcanist standby, although it's more for your non-fireball options. Potent Magic is a solid option if you already have Intensify Spell, although if you don't have the Intensify Spell metamagic yet you'll just hit the natural damage cap of the fireball spell. Metamagic Knowledge is nice since you will be using metamagic extensively, and will help you qualify for Greater Metamagic Knowledge later.
If you're ending at 14th level then you're just shy of the capstone feat Spell Perfection. It's still a good idea to ensure you can qualify for it on the off chance you reach 15th, since it is a massive power increase for a blaster.
Race: elf to better pierce spell resistance, or human for bonus feats. Any race that gives an intelligence bonus without a charisma penalty (due to your reliance on school understanding, you can't dump charisma) is viable, although few match up to these two classics. With that said, Wayang might be a thematic choice to excuse the trait cheese.

Ok I went over the guide. Twerked the build a bit to make it feel like my own. How ever I am not sure what bloodline to take.

It's listed in the guide at the Class section, but I'll quote the relevant bit to cut down on word hunting:

Again, I'll remind you that you should ask the GM about being able to apply Bloodline Mutations to your character. Taking Blood Havoc to get an extra +1 per damage dice, and Blood Intensity to get a somewhat greater version of Intensify Spell (which doesn't increase spell level or casting time while granting more damage dice based on Charisma) later down the road will be a huge boon for you.

This is a preference suggestion on my part but possibly consider Sorcerer over Arcanist as a blaster.
As a blaster you will be throwing out spells to bring down damage alongside the melee characters, your not trying take down or weaken foes with spells, you're trying to take them down so need to go the distance. I've played a blaster sorcerer and can't picture myself playing an Arcanist blaster
A Mnemic vest can really help sorcerers with utility spells.

You aren't, it's a sorcerer only option and on top of that say's it only works with sorcerer spells, if there is any advice I would never give someone it's to encourage them to ask a GM for non legal options for more power.
