Ok, witch Major Hex Animal Skin
Allows you to take on the shape of an animal (from size Tiny To Large) who's skin you wear. How much of the skin do you need to wear? This could obviously be a problem for small witches and large animals - imagine some halfling and a cave bear skin...Or with tiny animals and witches in general - a hat made from an entire mouse? Or could you get away with something like a bracer made from multiple animal skins and feathers, like this
Also given no # of uses is given, can you use it an unlimited # of times/day? And the duration is minutes per level, just like beast shape II, right?

I would say an appropriate amount of skin for your size, so like no cheesing and wearing like a feather, like realistically wearing an animal skin as a cloak or something. It's not clarified so there is no official answer, just don't be cheesy and I'm sure you'll be fine. as for number per day, well it's a hex so unless it says otherwise it is unlimited. I would say it works identically to change shape and every other ability like this, meaning you can stay in shape indefinitely. If it was in fact unlimited and forced you to spend a standard action every x amount of minutes then it would be the only unlimited polymorph ability in the game to do so, so yeah i would say indefinite (it is a major hex so it is supposed to be good).

Thelemonache has the right of it. Using only part of an animal skin (assuming appropriate size) wouldn't constitute being able to shift into that animal.
If I were GM, I'd rule that you'd have to possess the entire hide of a creature for you to utilize the hex.
For example, rat fur used as a stocking cap (or makeshift moccasins). Falcon feathers used as a headdress. Or a fox hide used as a belly-warming sash. Or a cloak made out of a wolf or bear pelt.
I wouldn't require that they take up slots or anything unless they are actually magic items, but that's a whole separate issue.

I agree with Darksol: the whole skin. If it's damaged, such that it has holes or inessential parts are destroyed, but it would still cover enough of the animal to raise from the dead, that probably doesn't disrupt the hex, but there can't be another piece serving a game purpose.
If a halfling wants to change into a cave bear, she might well have to check carrying capacity. edit: Leather armour of the animal's size might provide guidance for weight, or if the witch wants to keep the fur on and count it as cold weather clothing, it weighs accordingly.
It's not a magic item, so it doesn't occupy a slot.

You need the entire skin of the animal, however you "wear" it as part of transforming yourself not as clothes beforehand.
It's how shapeshifting works in scandinavian mythology/folklore, if you want to imagine how it looks

Ok, so give pretty much everyone believes in whole critter skins, how much do you plan on charging your players for critter skin cloaks? I've never heard of any town having say, a giant octopus skin cloak available...
Given anyone who wants to use this ability a lot needs several cloaks (for different situations)
1) Generic Combat - Dire Tiger/Megaraptor
2) Sneak - Rat
3) Flying Combat - Giant Falcon
4) Sneaky flier - Owl
5) Combat Swim - Giant Octopus
6) Travel Bird - trumpeter swan
7) Travel Swim - Narwhale
