Stats like those pretty much lock you into being a primary spellcaster. Pick a class with 9-level spellcasting that uses either Intelligence or Wisdom, and pick a race that boosts that primary stat, and go to town. Elf Wizard is the most obvious choice here, but so long as you're building a primary spellcaster it should work out fine for you.

Or go crazy: half-orc barbarian
You'd be 12, 10, 14, 15, 14, 10; raging you'd have a 16 Str. Take Extra Rage, never fight without your anger, and then be the defacto skills monkey when not in combat.
You could also go Halfling bard. Stat array 8, 12, 14, 15, 14, 12. Take any feat or spell that improves your weak Cha for Skill checks or with Enhancement bonuses, etc. Your function in combat would be purely support, using the Trait: Helpful Halfling to deliver +4 on Aid Another. For added combat usefulness, take Handle Animal and train a guard dog or a falcon, or else devote feats to gaining a Familiar like a goat that you can aid and Flank with.
I guess it comes to this Sega Genesis: how optimized do you REALLY need to be in order to feel like you're a positive contributor in your party?
Obviously the most synergistic choice with your stat array would be with a combo of races/classes contributing towards an Int-based full caster. Looking at monster averages though at level 1, so long as you can reliably hit an AC 12 and contribute 4.5 HP average/hit then you're a contributing member of the party, meaning that a half-elf ranger with a 12 Dex, Point Blank Shot and standing 30' from their enemy is just fine at the start.
