Hello,
I have one of my players with a large tiger pet which is a grappling specialist. They keep a high profile, so almost all the really bad guys know about their fighting techniques.
Is there any legal consumable that grants freedom of movement? Potions are capped to lv3, and I don't want to give them 10k extra for an unfettered shirt after some of the fights. I have been generous enough in the campaign.

Potion of Gaseous Form?
Investigator or Alchemist With Imbue Discovery.

Besides a scroll, there's the option of a lesser talisman of freedom.

Besides a scroll, there's the option of a lesser talisman of freedom.
It lasts for only 3 rounds when activated, but that should be enough to make the fight more interesting, without shutting down the player's trick totally.

Lesser talisman of freedom is likely the way to go. Note that you can also wear two other lesser talismans as well (of different types) so it's a chance to put three different items in one slot. Also note that the talisman is triggered by any of the conditions, not just at the wearer's choice. So if you get entangled, bam, there goes your 900 gp item.
