Is there any way to use the wizard hook item without being right next to my opponent? This seems like a great tool for landing melee touch attacks. This item will only work for melee touch attacks ik assuming. I will be playing a Witch and I'm looking for ways to increase my melee touch attack to land spells like bestow curse etc. Spectral hand is nice but since I have a -2 to STR I will get a net zero to hit with it.

That Spectral Hand is expendable though, and has a pretty good AC. Just let it try, try, try again. Or if you're going to be a witch, why not opt for the Gravewalker archetype and deliver spells at range with your Poppet?
Other options are Reach Metamagic (rods) or the "Reaching Vines" fungal graft, but giving the Wizard's Hook reach falls in the purview of optional rules.

Best option for a Witch is the Prehensile Hair hex, which gives you 10ft reach and use Int instead of Str to hit, although with -5 since it would be a secondary natural weapon.
Another option is Long Arm.
I like the prehensile hair the problem is 10ft is a little bit closer than I'd like to be

If you are thinking of the attack rolls, you might have to invest into Use Magic Device to activate a Wand of True Strike.
