MUNAVRI CHARACTERS
A munavri is defined by her class levels—she doesn’t have racial Hit Dice. Despite having no racial Hit Dice, a munavri is a powerful creature, and her CR is 1 higher than a human of the same level.
Does a Munavri player character count as 1 level higher similar to 3.5e Level Adjustment rules?

LA doesn't exist in pathfinder. The closest thing is a chart in the advanced race book that modifies PARTY level if the average RP points get too high but there is nothing for individual characters.
If you are referring to the CR boost, that doesn't translate into a modifier to players. An NPC player class one just ends up being their level CR while NPC classed ones are level-1 CR. Player characters don't have a CR rating.

it's basically saying that the RP is over 20 so shouldn't be picked unless the whole party is also over RP20 (and in that case encounters should be changed assuming +1 lvl)
Not even that though as party level is mixed in too. At 16+ level you could all be gargoyles and not have a shift in average level for encounters. With lower large RP races that level drops as low as 6+. Without an actual RP count, it's hard to say it's actual adjustment in question.
And it's based on the whole party. 1 centaur and 5 1/2 orcs as a party doesn't have a modifier as the party average rounds to the nearest 10, in this case 10.
