Experience Points: To gain a level beyond 20th, a character must double the experience points needed to achieve the previous level. Thus, assuming the medium XP progression, a 20th-level character needs 2,100,000 XP to become 21st level, since he needed 1,050,000 XP to reach 20th level from 19th. He’d then need 4,200,000 XP to reach 22nd level, 8,400,000 XP to reach 23rd, and so on.
Does this allow the purchase of spellcasting services beyond CL 20 in PFS?

I don't have a purpose. This came up in a local discussion about whether you could purchase CL 25 spellcasting services to heal the damage from a clay golem.
If a character wants to ensure success with a spell that requires a caster level check or a specific caster level, hired spellcasters are able to cast spells at any caster level as appropriate, such as destroyed magic items that might require an extremely high caster level for make whole to repair them and restore their function. For example, remove curse requires a caster level check with a difficulty equal to the save DC for the curse; a caster level of 14 would be required to ensure success on a curse with a save DC of 15.
I suppose that implies you can get higher than CL 20 spellcasting services, but IMO Pathfinder generally stops at level 20. Somebody pointed out this proviso in the CRB that allows for level progression beyond level 20.

I've searched Mike Brock's posts for 'CL', 'caster level', 'death knell', 'clay golem', and 'cursed wounds' and received no relevant results.

That's probably because Mike just quoted another poster and said "do it like he said."
It had nothing to do with Clay Golems or cursed wounds, it was in relation to make whole for a CL12 weapon (which would require a CL24 cast). Regardless, it's codified in the Guide now as you quoted above.

I imagine more of a Matrix sort of situation.
You're told there's someone in the Puddles who can help you with your 20+ caster level problem.
You get there, and it's just what you expect: a hovel occupied by teenagers eating nothing but wandermeal.
They take your broken/cursed/whatever, spout something about "fourth wall" and "this world isn't actually real", and sometime after you've stopped paying attention to them your broken/cursed/whatever is fixed!
And before you can ask them what's going on you suddenly find yourself on your next mission!

I think this was sufficiently addressed in All for Immortality:
