Can a character wearing a Helm of Brilliance cause their unarmed attacks to gain the Flaming weapon quality? Or does the "weapons he wields" text only apply to handheld weapons?

Well monk unarmed strike has the line about counting as natural and manufactured, so that seems clearly to allow monks to do this. For others, good question.
That's a good point. This came up in an AP I'm running and the monk in question has had a difficult time finding items that actually help her out. Then a Helm of Brilliance dropped and the player got excited that there was finally something the monk could use. I was hoping to confirm that it worked, and it sounds like everyone is in agreement that it does.

Also, as a followup concerning the Helm of Brilliance's ability to glow with blue light when undead are within 30 feet: would that increase the light level within 30 feet when turned on? This particular monk has the ability to use Shadow Walk, and that might be problematic. Shadow Walk must be cast in dim light or it doesn't function.

Light Generation: Fully 30% of magic weapons shed light equivalent to a light spell. These glowing weapons are quite obviously magical. Such a weapon can't be concealed when drawn, nor can its light be shut off. Some of the specific weapons detailed below always or never glow, as defined in their descriptions.

Since it sounds like you're the GM in this case, you can just rule that it works. It's not going to break your game or anything.
