Ok, Hive Mind, time for some research! Can anyone find an example of a fear effect that is not mind-affecting?
All that I could find, and I had that same question. It always bugged me that mind-affecting descriptor doesn't list them, even though they all are.

I tried house-ruling Chuck Norris out of my campaign world.
It didn't work.
He's that memetic.
It seems there isn't one, at least not in abilities or spells.
Maybe you could rule that the Horror Adventures subsystem (There's a man in the walls! Ahhhhhhhh. Test Will not to be Scaaaaaared) wouldn't be, but that's a stretch.
I found two spells so far, in answer to my own question (slow day).
Haunting mists and vision of Hell.
One is a figment and another a glamer, which are not (curiously) mind-affecting. Those seem to be the corner cases as far as I can figure out.
I'm not particularly invested in the outcome one way or another, just curious about how often I have to pay attention to fear affects vis a vis mind-affectingness. Turns out: not that often.
I consider both Haunting Mists and Vision of Hell to be oversights and that all fear effects are mind affecting. I'd say this makes both thematic and logical sense, while also just simplifying things for both DMs and players but YMMV.

This makes sense. But it leaves me torn between my innate slothful desire to keep things as simple as possible and a nigh-Asmodean obsession with loopholes arising from the strictest application of the rules...

huh, thats really interesting. i would have that thought figments would be mind-affecting by default, but from the description it seems like they produce false sensory info in nerves around the body instead of directly in your mind.
but then how does a figment produce fear? body fear? weird
No, even intimidate has been ruled to be a fear effect, and might include the rule that all fear are mind affecting.
