I found two spells so far, in answer to my own question (slow day).
Haunting mists and vision of Hell.
One is a figment and another a glamer, which are not (curiously) mind-affecting. Those seem to be the corner cases as far as I can figure out.
I'm not particularly invested in the outcome one way or another, just curious about how often I have to pay attention to fear affects vis a vis mind-affectingness. Turns out: not that often.

This makes sense. But it leaves me torn between my innate slothful desire to keep things as simple as possible and a nigh-Asmodean obsession with loopholes arising from the strictest application of the rules...
...so, pretty much another day with a 'y' in it, really.
