I just wanted to throw out the bare bones of the idea before I go to bed, just to run it by you guys for anything to add to or otherwise optimize the concept.
Kitsune sorcerer
Crossblooded archetype
Psychic bloodline primary bloodline
Dragon bloodline secondary bloodline. Pick a fire dragon.
key feat: Fox shape. Take it asap. Probably level 7. maybe from retraining at level 6 if you really want.
being psychic spells, you don't have any somatic or verbal components to prevent your tiny fox form from casting any spells.
The level 15 ability "wings" can make you sprout leathery dragon wings from your back. There appears to be no language that makes this a supernatural ability that "relies on your original form".
You are now an airborne tiny fox dragon of fiery death. With 9th level casting.
"I am fire. I am death."

OKAY! Now that I am fully awake and I've had more time to think about it, I've done some of the fleshing.
Kitsune Cross-blooded Sorcerer
Fast Shifter alternate Racial Trait
Psychic and Draconic(Red Dragon) bloodlines
20-pt buy
STR: 8
DEX: 12
CON: 12
INT: 13 (+1 at level 20, I guess)
WIS: 8
CHA: 20 (Dump extra points here)
1st level power: Psychic Strike
3rd: Actually unsure. Energy resistance and natural armor is good, but as a psychic caster you may very well want the extra defenses against mind-affecting effects.
9th: Breath weapon! What's the point of being a fiery fox-dragon if you don't have a breath weapon to sell it? Plus it's even pretty strong in terms of damage. 1d6 per sorcerer level, which means 9d6 to start. Undercasting prodigy is nice, but none of those spells involve fire and fire is what we care about here.
15th: Wings! Don't even thought about thinksense. Or think about thoughtsense. One of those sense makes.
20th: Entirely what you prefer, but I personally far prefer ascending as a dragon, rather than ascending as a... thought... thing. I think.
Bloodline spells:

5: Resist Energy
7: Fly
9: Intellect fortress (has no emotion component, swift action to allow yourself to cast another spell WITH an emotion component should you ever get hit by a mind-affecting spell)

That seems pretty solid for now.
I wanted to ask around for opinions on what traits to take, though. There's always metamagic master (fireball) and magical lineage (fireball), but that seems kinda vanilla.
Spells I'll figure out later. All I 100% know is that I'll be taking fireball as soon as I can (level... 7?) but as a cross-blooded, spells are precious so every decision counts.

I'd totes go for the thought thing, but that's just because then I could do whatever I wanted in the new body - free "get out of death free" card, as it were. That said, I'm not sure if your build kind of stops working at 20th level or not either way. If the build shuts down as a mind thing go with dragon - if it shuts down either way, go with mind thing.
If your GM doesn't care, go with mind thing and possess a kid in an orange jumpsuit enjoy a nice troll body that you adjust to look however you want by PAO.
One solution for all this that should work no matter what is to go mind-thing, but grow a clone of your original body and store it. That way, no matter what, you've got access to a permanent body that has all the prerequisites for your fears to function. If the clone is super ended by mind thing ability, just swap back into the clone body later.

If you occupy another body than kitsune, you have the fox shape feat but you no longer satisfy the prerequisites (being a kitsune) so you won't be able to fox shape anymore.
I don't know how occupying a new body interacts with class abilities and bloodlines either.
Just a bunch of questions and weirdness that can be completely avoided simply by picking the other option, imo.
Then again, you could probably just cast wish to turn your body back into a kitsune and restore your bloodlines.
I still like the idea of having full-blown dragon immunities and blindsense even while in tiny fox dragon of death form. point is pretty moot, though, 'cause how often will this decision actually effect you in a 20th level game?
