Wind Blades spell + Air Elementalist wizard's Cyclone ability

This is a bit of a hypothetical situation

What would happen If Wizard A, a Sylph Air Elementalist wizard cast Wind Blades on his opponent wizard B who is hovering with a fly spell some 40' above him. Then in the next round Wizard A activates his Cyclone ability, and he makes sure his flying opponent is caught in the cyclone.

So what happens next?

My Storm Druid has plenty of low-level wind effect spells (and high-level ones too) but is planning to use this whole wild-shaped as an Air Elemental and catch the victim in his whirlwind effect for the extra damage.
I think that even the domain abilitiy from Storm domain will produce a wind effect, just not as long-lasting as spells or whirlwind that can follow it for many rounds.
