No, they don't. The robe would be a lot stronger for Bloodragers than Sorcs, for instance, since it would always be granting a new power. (Plus, their powers are generally stronger, so allowing the robes would mean regularly granting early access to spells.)
From what I understand, the robe doesn't grant new abilities, it only causes abilities that you possess already to count as 4 levels higher.
Same way the gnome bloodrager fcb works.

Nah, the robe states that it's both for what bloodline abilities you can use and for their effects. (Making Sorcs the class with the best chance of seeing their capstone.)

Sorcs almost never get at-level spell effects (unlike Arcane or Draconic Bloodrager), so four levels earlier is less of an issue. Sorcs at 3, 4, 9, 10, and 15 don't get an extra power, while Bloodragers always do, and Sorcs have one fewer power to get a level boost to. And finally, Bloodrager abilities are almost always ones that don't require an action to use.

Shameless bumping for attention aside.
Most Bloodrager Bloodline abilities are also personal, while the spells and other abilities that sorcerors get can also be applied to other party members, be it a free widen spell or increased caster level on important buffs.
As such the value that bloodragers get is lower, their buffs only apply to themselves, not a party of 4 to 6 people.
