Unfortunately, the side effects cause you to be constantly under the effects of a medium load—your maximum bonus to AC from Dexterity is +3, you gain an armor check penalty of –3, and your speed decreases as appropriate (generally from 30 feet to 20 feet for a Medium creature).
The en dash has left me to wonder if the list of penalties mentioned is an exhaustive list. Is it?
Do I have to worry about other medium load interactions, or just those mentioned above?
For example, I am considering taking Bloodmage Initiate with my self-perfection discipline psychic in order to boost my Mind Thrust damage, but I fear that I will lose access to my AC bonus class ability.

It is not exhaustive, you are under the effects of a medium load. Those are just the immediate consequences, as listed under the carrying capacity rules. It won't list other incidental impacts as there would be far too many - such as inability to acrobatics through a threatened square.
You sure? The spell then goes on to tell you exactly what those effects are. Wouldn't that indicate it is an exhaustive list?
Anyways, if you're right, then that certainly is a crummy feat! Is there any way around it? Such as another feat or ability that lets you ignore the effects of a medium load?

Agree as well.
Why not take Spell Specialization instead?
If your intention is to boost damage, it's a better choice. There are not many Divination psychic spells that need CL boosts, so a blanket +1 CL isn't necessarily important. Also, you can switch the spell that Spell Specialization covers when you gain higher level versions of Mind Thrust.

It would say "similar to a medium load", but it doesn't. It says medium load and for reference purposes, it lists the general commoner effects. If you have class effects that trigger off medium load they wouldn't be listed.
Penalties incurred by medium load however, DO apply. Such as movement speed (including Fly) and all that jazz. You want to be an acrobatic mage, don't build yourself after Baron Harkonnen.

Fortune Teller replaces a material component, so it probably wouldn't work for Mind Thrust, which is only somatic.
Harrow Chosen, though, seems to be adding a focus item instead of replacing a material component, so it would probably work.

An alternative is "instead" requires something, not nothing.
So "Ask your GM" whether or not you can use this with nothing.

Truth In Wine is the best feat for this purpose. Wander into combat with a bottle of fine Elven Absinthe in hand, drink up, and then blast away with your mind.
Mind Over Matter or Lesser Restoration to get rid of the pesky Con damage.
