I had this same question and did some reading.
While I certainly like your answer for "reasons", it's counter to what Developer Owen K.C. Stephens wrote in this thread.
His example was explicit for using evasion in a mithril breastplate, but it would still apply here. Specifically the statement "So except for that one exception, medium mithral armor is treated as light armor for limitations."

It's important to note, its not 100% true though, because we know brawling enchant can be applied to medium mithral armors despite being treated as light armor.

Wait... no it can't. You definitely can't put Brawling on a mithral breastplate.
Mithral armor: What exactly does it mean when it says mithral armor is counted as one category lighter for “other limitations?”
This means that mithral armor allows its wearer to use it when her own class features or special abilities demand her to wear lighter armor; in other words, the character wearing the armor is less limited. For example, a bard can cast spells in mithral breastplate without arcane spell failure, a barbarian can use her fast movement in mithral fullplate, a ranger can use his combat style in mithral fullplate, brawlers, swashbucklers, and gunslingers can keep their nimble bonus in mithral breastplate, rogues keep evasion in mithral breastplate, a brawler can flurry in mithral breastplate, characters without Endurance can sleep in mithral breastplate without becoming fatigued, and so on. It does not change the armor’s actual category, which means that you can still store a creature one size category larger in a hosteling mithral fullplate, and you can’t enhance a mithral breastplate with special abilities that require it to be light armor, like brawling (though you could enhance it with special abilities that require it to be medium armor), and so on.

No. If the feat/magic quality is caring about the type of armor it's still the normal armor type. If it's a class feature that only works in certain armor then it's the lighter type.

Sorry, I meant can't, but left off the "'t". I think if you read my post its apparent that its a typo, but it could confusing for people new to the forum.

Some Specific mithril armor counts as one step lighter then if the armor was made from mithril.
Example: Chainmail is Medium Armor
Elven Chain is treated, in all ways, like light armor, including
when determining proficiency.
That is a really interesting point. I guess you could have Brawling Elven Chainmail.

If you GM allows it sure. But Elven Chain is a specific magic armor, and as such can't be upgraded normally.

But it's not magical though. It's a specific item with special properties but it doesn't have any magical enhancements on it so it can get some later.
Well that's how I'd rule it for home games.
Thankfully PFS is also cool with it so I don't have to worry about table variation there.

Cool, I had missed that FAQ.
I'd still expect table variation on brawling elven chain though, because elven chain appears on the medium armor rolled lists.
