Hasten Spell can only be used on spells with a casting time of one round. It hastens the spell's casting time to be a standard action instead of a full round. It adds +2 levels to the spell.

There is already a Feat out there that allows classes with the Aura class feature to cast Summons as a Standard Action. This would benefit wizards (without using Mythic) and let them also cast spells as a Standard Action.
That said, there is a limitation on the divine version (the Aura class feature), which is why I decided on +2 to the spell level.

That being said, there are tons of spells I would love to see used by players more often that have a casting time of 1 round (such as blessing of the mole or spite), and I think this feat would definitely make them more viable.
I think you might even be able to get away with a +1 adjustment. It would make summoning easier for a wider variety of characters.

So basically you want to reintroduce Rapid Spell from the old Complete Divine of 3.5 fame.

If it was +2 spell level, then it won't be abused for Sleep. Dominate is iffy because making it a level 7 spell... well, some people will use it.
Silence however... yeah. I could see people using it with Silence. But adding two levels to Silence won't have it be abusive.
I'd not go with +1 for the spell level. As was mentioned elsewhere, +2 is a halfway point between Swift Spell and no enhancements at all.
(I'd not realized there were more one-round spells out there - nor did I realize spells like Silence, Sleep, and Dominate were part of that group!)
As for who can use it? I don't see why it should be limited to arcane spellcasters. So really, any spellcaster would benefit from it. (I'd also state all it does is reduce the casting time from one round to one action - if a spell takes multiple rounds to cast or the like, it does nothing to the casting time.)

If +4 is reasonable for Quicken to go from Full round/1r to Swift actn, then +2 seems reasonable to reduce a Full round/1r casting to a Standard actn or reduce the casting by a Move actn. Thus a 5r casting becomes 4 full rounds + 1 standard actn. This would also mean you could have a Quickened Hastened (+6 MMag) spell that went from 1+move actn to Swift actn.
This would argue that +3 should lessen the casting time by a standard actn to a minimum of a Move actn.
Other feats will lessen the metamagic cost (spell slot usage) by 1 for a specific spell.
I'd have to playtest this first with some knowledgeable casters to see the impact. There could be some surprises as action economy is being fiddled with. It's a very sensitive game balance issue.
