You must take alignment channel feat to harm outsiders.
The odd thing is that with alignment channel, you must select the alignment to affect. Unlike positive/negative energy, you choose how it affects that alignment each time you channel - it's weird.
For example, if you take alignment channel (evil), then you can choose to either harm evil outsiders when you channel; everyone else is unaffected. You can then choose to heal evil outsiders with the next channel, and everyone else is unaffected.

To clarify you choose the alignment when you take the feat, not each time you use the power.
