According to the description in the Bestiary (B1), Azata are created by their home plane (Elysium) from souls. However, whilst it states that Archons are created by their plane (Heaven), no souls are mentioned (although I do note that some of them are created by the transformation of virtuous spirits) - so does the plane create a soul for them or are they soulless?

The "outsider" type description actually answers this one.
"Unlike most living creatures, an outsider does not have a dual nature—its soul and body form one unit. When an outsider is slain, no soul is set loose. Spells that restore souls to their bodies, such as raise dead, reincarnate, and resurrection, don't work on an outsider. It takes a different magical effect, such as limited wish, wish, miracle, or true resurrection to restore it to life. An outsider with the native subtype can be raised, reincarnated, or resurrected just as other living creatures can be."
So, an Archon (like any non-native outsider) is, physically, its own soul.
