In pfs, do the ability bonuses have to match or can a have a dex+4/con+2 belt of physical might for 22,000gp?

The ability bonuses must match, as those are the only priced items that exist in books.

Wolf is correct as long as it is for two different stats. The cost would be 24,000 gold however.

Related question that I've wondered before, but never needed to know badly enough to research it (and it's probably covered in Nefreet's link, but I'm too lazy to spend time reading that): If you have a +2 belt for one stat, can you just pay the 6000 to upgrade it to +2 in a second stat, also? Or do you really need to sell the first one and buy a second belt that covers two stats?

This is covered in the PFS Guild Guide.
You can upgrade a belt of constitution +2 to a Belt of physical might(con/dex) +2 for the cost of the difference, in this case 6,000gp as you stated.

@Fromper One thing to consider with that. Once you upgrade from a one stat belt to a version with two stats, all future upgrades must be the two stat kind. Example: +2 Str upgrade to +2 Str/+2 Con. Next upgrade cannot be to a +4 Str belt it must be +4 Str/+4 Con.

it's better to go the +4 belt with a +2 stone I feel. It's cheaper and gets you stats. going +2+2 belt means you'll never get to upgrade it.

I've actually seen a PC with a +2/+2 belt he upgraded - for 6,000gp (it when to +2/+2/+2)...

Yeah, I did that with my first character (level 14 barbarian). He kept upgrading the strength belt and picked up ioun stones for dex and con.

My Sorc had a +4/+4 headband of cha and int (my very first PFS character) and I ended up upgrading it to +2/+2 before I knew what I was doing. I had to wait until nearly the end of my PFS career to be able to upgrade my primary stat to +4.

My Monk has a +4/+4 STR/CON belt, because Monk. But yeah, it took him until 11th level to afford the last upgrade. Rather than an Ioun stone for DEX, he went with a Snakeskin Tunic. A Nagaji wearing a Snakeskin Tunic was too good to pass up.
