Catch Off-guard might be a feat you want to look into. If you can manage to disarm an enemy, leaving them unarmed, you can get your precision damage added to the cane damage.
Hmmm... Sounds fun ...

Concur with Imbicatus. A combat scabbard defeats the purpose of a sword cane having a disguised scabbard. In addition to the above suggestion of Catch Off-guard, I would look up Equipment Trick (Light Blade Scabbard), as well as Weapon Trick (Two-Weapon). The former is from Adventurer's Armory (sort of), while the latter is in the new Weapon Master's Handbook. Obviously if he's going two-weapon fighting he'll want to be picking up at least TWF and ITWF.

Alternatively Catch-Off Guard with Surprise Weapon is pretty strong as well.

Hmm, anyone got an idea on how to enchant an improvised weapon? Class wise, you could use an Arcane Pool or Sacred Weapon.
I was thinking about combining the Equipment Trick (Light Blade Scabbard), Hurl Scabbard, in combination with the returning weapon quality for the lulz.
I think all you have to do is pay for it to be masterwork first and it both stops being an "improvised weapon" and is enchantment ready. If not, it seems fair for a 18th century FOP.

So, my bf is new to Pathfinder, and is currently creating his investigator for PFS.
His first question was: May I use sword and scabbard as two weapons with two-weapon fighting?
I have no idea if this is possible.

Now that I think about it, you may want to talk to your GM about treating the two like the butterfly swords mechanics, except the scabbard does bludgeoning damage instead of slashing/piercing. The sword part that comes out of the can is basically a slightly elongated dagger anyway and the cane part isn't naturally going to be the stiffest stick in the world.

You could also use the stats of a Bokken (i.e. practice sword) and re-flavor as the scabbard of a real sword.
There is a magic item:
Dueling Bokken (Tengu) which stats out as the same as its base, but with B not P or S damage type.
I also came across mention of practice swords being in the Melee Tactics Toolbox.

A fine walking stick - which is what a sword-cane is trying to appear as - is going to be a well-balanced club (which they were pretty frequently used as, beating your lessers and all that, wot?) at the very least. I would say 'jo stick', but since the stats are the same, I would give the scabbard the stats of a club with no 'improvised weapon' penalty. Paying the extra cash for a masterwork version would definitely smooth away the 'improvised' portion, in my mind.
That said, I think a sword-cane and scabbard dual-wielder idea is fantastic, and I may use it in the near future.
