Basically, I was wondering if it would be possible, RAW, to make Wishes spammable as many times as you could cast them a day with Blood Money.
The wish inherent bonuses only stack to +5 total, and that's assuming you cast them all in succession and assuming you aren't using blood money between, since it would interfere.

Orc bloodline goes to +6. Pick it up via Eldritch Heritage.

Start with 20 STR after racials. +5 from all your level ups(25), and a +6 enhancement bonus from a Belt of Giant Strength(31). One level of Alchemist can give you Mutagens for an alchemical bonus of +4 to Strength(35). Taking damage with the Blood Rage spell active(so just whack yourself a few times) can give you morale bonuses of up to +10 Strength(45). Using the Eldritch Heritage feats, you can take Strength of the Beast from the Orc Bloodline to get an inherent +6(51).
I came up with that rather quick, so it's far from optimized, and STR can certainly go higher, but it's entirely possible to use Blood Money as a ninth level caster with enough STR to spam Wishes(as long as you can heal the ability damage and as long as your spell slots persist, at least).

I think he wants to get a 51 strength so he can cast a free Wish with Blood Money, rather than use wish to get a 51 strength.
An easy answer is to be a Cleric. Miracle is their version of wish and it's "basic" uses are free. Nifty!
I have a very clear home rule with Blood Money... the only Str you can spend to power that spell is your own native attributes, no amplifications from items or other magic. And the damage done can not be healed by magic.

Bloodrage: up to +10 (Morale_
Maximised empowered Siphon might: up to +14 (enhancement, does not stack with belt)
Form of the Dragon 3: +10 size
That's already +34 from temporary buffs alone, and all well-within the means of a mage who can cast 9th level spells.
If you're taking the orc-bloodline route, a starting strength of 11 will get you to 51 without using up your later stat-increases, though you will need to wait till level 19.

This is definitely a "get your GM approval" sort of thing, because some games are fine with these shenanigans, and others aren't.
If your game is, try casting Anthropomorphic Animal on a Great White Whale, then using Parasitic Soul to kill him and permanently steal his body. Then a hat of Alter Self to take your normal form when you want.

If you're trying to break WBL enough to spam wish, take Craft Wondrous Item at the lowest level possible, save up a bunch, then Extended Dominate (Monster or Person) outsiders or people or something into mining Adamantine on the Elemental Plane of Earth. Getting a huge STR to cast Blood Money then Wish is not the most broken thing he could be doing, by far, at that level.

My list:
9 Base STR (but see below)
+10 Form of the Dragon 3
+10 Blood Rage
+2 Succubus Boon (Ideally off a Simulacrum, but a quick summon works to).
+6 enhancement (Belt of Physical Perfection, make it yourself on the cheap.)
+8 Inherent (Blood Reservoir of Physical Prowess is a steal for 2k Price on the cheap.)
+6 Ring of Inner Fortitude (effectively) =
51 or 25,000 worth of material components and 1 STR left (cause it would suck to fall to 0 while casting).
Please note that the above gets even easier with Magic Jar/Marionette Possession.
