Abusing Charm Person will produce that effect, though it may take some time.

You don't need a spell.
Just walk down the road, complaining in a very loud voice:
"Oh, woe is me! I am so terribly burdened by carrying so much gold, so very much gold, that I can barely even walk. I even had to lave my armor and weapons at home just so I could carry all this gold! Oh, terrible day! I wish some nice people could come share the burden of carrying all this gold!"
Make sure to head down as many dark alleys as you can, and maybe mention that you'll be leaving town and traveling down lonely, unpatroled forest roads.
People WILL be drawn to you. For sure...
Ranges in miles are not going to happen outside of Mythic rules...

Right now I can alter whatever class I need to get to a work-a-round. It is a home game and if I need to just create a magic item, I will do that. I felt I should at least give it a try and find something that does what I would like it to do. I desire to have a chunk of folks be pulled to a location magically or other.
This is a 7th level game, but again, not being held to that.
I am surprised that PS doesn't have something like this already.
I have been looking at metamagic rods of range bump with Charm Person, Mass, but only increases to 100'.
This spell should work, kinda, though it only affects one target and doesn't have a range of miles.
World of Darkness has an ability like this. It's called Summon, if you can believe it.
It's not the easiest source to reference via internet, so this may not be precisely how it works:
There's no range, but the power is dependent on how well the user knows the target. The user makes a roll (I'd say Diplomacy would do fine for Pathfinder) vs. a set DC +/- how well the user knows the target. Based on by how much the user passes the DC by, the target will approach the user at varying paces between [Eh, the next bus leaves in a few days, I guess I'll wait for then] to [GET OUT OF THE CAR! I NEED IT TO GO SOMEWHERE!!......BACK OFF, COPS, I HAVE SOMEWHERE TO GO!!!]. The target is always aware that they're being summoned, and by who.
Yeah at level 7 you probably aren't gonna get something with that kind of range.
The bard gets a Fascinate ability, but it's only 90 feet.
Talk to your GM about a custom spell or item.
Pay Bards, town criers and other assorted loud-mouths. That should draw a crowd in a few days' time.
If you're making something custom and need a spell, you might try combining Message with Suggestion or Mass Suggestion. They last for an hour/level, so getting someone to travel a couple of miles under their own power wouldn't be difficult.
Satyrs have the 'Pipes' ability, which lets them do a mass Charm or Suggestion on anyone within 60'. A Pied Piper scenario could work to lure people, or possibly magical pipes that expand the range of such an effect. The danger there, of course, is that if the players get their hands on it you'll need to prepare for dungeons emptying themselves.
If the goal is to get a bunch of people to a target area, someone with Mass Suggestion saying 'Free ale at the festival up the road, tell your friends' would cut it. Even people not affected by the spell would show up.
