It was allowed in Council of Thieves, I'm just wondering if not naming the resistance "Sliver Ravens" is going to break the AP at all. the Silver Ravens of the past will still of existed; this rename will only affect the new movement.
This question is probably more to developers than people who have read the book, I've seen a lot of J.Jacobs posts around here lately.

I was under the impression the Silver Ravens name is a placeholder. If your players decide to use Silver Ravens, that's great. However, if they choose a different name, there is no way for the adventures to accommodate for that. Instead, they are using "Silver Ravens" interchangeably with "the rebellion" in the text.

Renaming the Silver Ravens won't break the AP at all, but it will, in my opinion, lessen some of the symbolism of the name as well as its links to the previous group. It's as much a placeholder as ANY name we publish (AKA it's not meant to be a placeholder), but you can change it if you want, just like you can change the name of any NPC or deity or spell in your game, as long as you communicate clearly to the PCs what's going on.

What I would so in such a case would be to just talk it through with the players before the adventure starts. "So in this AP your rebellion will be named after an existing historical group. In the text they are called Silver Ravens and the idea is you take their name to capitalize on their notoriety. If you want your group to have another name, let me know and I will change the name of the historical group to whatever you want to be named."
That way you can have your cake and eat it, too. The players choose their own name without losing the symbology. If you are hesitant about spoilers, you can even brooch the subject when it comes up during gameplay and offer to retroactively change the name of the historical Silver Ravens.
