I'm not sure what it is you are asking.
However, I did some math on the permanency spell and I'm happy to share to what I learned.
The minimum caster level required to make spells permanent is 8 + the spell level. 0th level spells are treated as though they were level 1 spells. So a 7th level spell would require a minimum caster level of 15.
The cost for making spells permanent is 2500 gp * the spell level. Again, 0th level spells are treated as though they were level 1 spells. So a 7th level spell would cost 17500 gp.
Some spells are treated as though they were higher level spells than they actually are. For instance, symbol of sleep is a 5th level spell that permanency treats as though it were level 8. I haven't found have any guidelines for those kind of spells. My guess is, they are more useful than expected when rendered permanent.

Make its gp cost /per day but improve the frequency if certain things are done. Deific obediences, sacrafices (like vows of silence). Certain weaknesses will remove the ability (silver, Mondays, certain colors, feeling a specific emotion).
The harsher the cost and/or weakness the longer the ability lasts as a SLA without having the repay the cost.the higher the spell the higher the cost should be.

Ordinarily, permanent spells are not transferred to clones. Genetically permanent spells will transfer to clones and 50% transfer to offspring.
I personally think Transmutation spells made permanent affect a genetic change and cannot be simply dispelled. That's a GM call and would only apply to living or formally living things.
You could just make it 5 times more expensive to enact genetic change.
You could just make a higher level permanency spell.
For Starfinder, you could make it a side effect of exposure to radiation.
You could place a natural spring that opon drinking or bathing in the water all applicable spells in effect will become genetically permanent. Great fun if one of the characters just drank an elixir of squirrel form.
