Can a black blade that has a wand or rod inside of it via weapon wand trigger the wand and or rod as long as it has speech ability.

Black blades can't speak. They can only telepathically communicate with their "master".

Per the blackblade description is appears to possess no ability to gain ranks in skills beside knowledge arcana.
