The sheer size of Paizo's offerings is becoming quite vast. There was a a time when they had only a half-dozen of their own products - and everything else they sold made/published by somebody else was still a minor add-in shipped with a magazine to subscribers. In the past few years, the size of their own catalog shows which contains only their own offerings are bigger than the magazine they used to publish.
Impressive! Most impressive.

Indeed, but the campaign setting book for an AP's region 'normally' precedes the map folio for the AP that comes before...('The Worldwound' preceded 'Reign of Winter Map Folio' when Wrath of the Righteous started, 'Osirion, Land of Pharaohs' preceded the 'Wrath of the Righteous Map Folio' when Mummy's Mask started, etc). And 'Andoran' precedes the 'Giant Slayer Map Folio'...so making a huge leap of faith, I think 'Andoran' is the campaign setting regional book for Hell's Rebels...
...all wild conjecture of course but that's what the Internet is for!!!!!

Nope, and here is why the Andoran book is due in March, the CS book for June will be the one for the new AP. We have the Jan, Feb, Mar, May and July releases listed. Since May is a HC there won't be an April book. I assume the June book will be for Hell's Rebels and will be set in Cheliax or about Cheliax.

The other example is in the Player Companion line. We got both People of the River and People of the Stars for Iron Gods. Obviously they couldn't be in the same month, so one of them had to come out earlier. Now we're having the same thing in the Campaign Setting line, where we'll get a Cheliax book and an Andoran book, and because they can't be in the same month, we'll get the Andoran book earlier.

Well, the Absalom book wasn't associated with any AP.
And I think there's no Andoran at all in Hell's Rebels. What I do suspect is that since Paizo did a CS line Osirion book and is pretty much 99% sure to do a Cheliax book, they'll be releasing Andoran, Qadira and Taldor books, too.
Which is great news, because several of those badly need an update and cleaning up.

It's been specifically said that the majority of Hell's Rebels will be tied into Kintargo, let alone Cheliax. Also specifically that Andoran won't be actively involved in the AP

There is no Andoran in Hell's Rebels, really. The Andoran book isn't really tied to an AP. It's something that folks have been asking for and something we've been thinking of doing for a while is all.
Not every book needs to tie to an AP, in other words, and from an in-house production viewpoint... that can be a good thing at times!

...thanks for the clarification, I could see reasons why it would be or wouldn't be tied in to Hell's Rebels... And beyond the obvious happiness around getting an Andoran book. It is also good to hear that Paizo are confident enough to produce regional Campaign Setting books without having an AP to back it up....
...cue clamour for regional CS books for the entire Inner Sea region!!!
