They suck because 99% of them have no reason to be racially restricted. This spell just highlights it.
Depends on the feat. I am going to lean towards a trait for this, but the general principle still applies (since it shows what can happen for specifically designed features when they get moved around by things like the adopted trait)- The Tusked Trait for Orcs and Half Orcs.
After seeing a half-orc raised catfolk barbarian for the N-th time (do they even raise their own kind? Are they just pets for half orcs?) I have come to generally agree with the logic of race restriction. Because I cannot imagine how a catfolk learns the art of growing dagger sized teeth from their face.
Now, I can certainly understand that you might wish to expand certain options to other races with similar backgrounds and motifs (Oreads getting Dwarf stuff, for example), but letting it go unrestricted leads to.... problems.

Reincarnate doesn't remove racial traits or grant them, per RAW. You also would keep any feats you had that depended on race. Per the spell:
"A reincarnated creature recalls the majority of its former life and form. It retains any class abilities, feats, or skill ranks it formerly possessed. Its class, base attack bonus, base save bonuses, and hit points are unchanged. Strength, Dexterity, and Constitution scores depend partly on the new body. First eliminate the subject's racial adjustments (since it is no longer necessarily of his previous race) and then apply the adjustments found below to its remaining ability scores."
Spell specifically says you keep feats and only says you eliminate the racial adjustments and then grant the new stated adjustments (which are only physical ability score adjustments.
