OK I seem to remember some time back in my 3e/3.5 gaming that one of my characters had a feet or something that allowed him to not need to roll damage for his weapon. I still needed to roll to hit but not damage instead of the weapon doing 1D8+4 it would do 12 points with every hit yet I cant seem to find the feet, ability or what ever it was that allowed it. Im currently playing in a game and would love to have this ability again but cant find it and my GM wont allow anything unless I can find the original source material. Does anyone know of such a feet and where I could find it? Does anything like this exist in pathfinder?

Furious Finish can do what your asking for. There's also Measured Response, which lets you take the average rounded down at the cost of having to take a feat, on average doing that damage anyway, and having to be the slave to a higher power.

Most kensai are only doing 1d6 for base weapon damage. Much more effective to spend two points from the arcane pool and increase the critical multiplier.

The Kensai is no requirement on weapon other than being 1 handed and martial or exotic... and the iconic weapon for a Kensai is an agile Katana... which is d10....

This enhancement can only be placed on a melee weapon which is usable with the Weapon Finesse feat.

Maximize Strike [Metacombat] Hit the weak point for maximum damage!
Prerequisites: BAB +2
Benefit: By taking a -6 penalty on your attack you can deal maximum weapon damage. This does not apply to touch attacks, or damage that is not an aspect of the weapon (such as sneak attack).
Example: A fighter swings his flaming greatsword (2d6+10 strength plus 1d6 fire damage). If he hits, he deals 22 damage and 6 fire damage.
Special: You may take metacombat feats as fighter bonus feats.

Katanas are 1D8 with the 18-20 multiplier; Bastard Swords are 1D10 with the 19-20 multiplier.
Even if you decided to go with size-bumped damage dice, Katanas (or anything that doesn't touch or start at 1D10) are a poor choice for such a path.
Tengu are automatically proficient with all swords as a Racial Trait. Be a Tengu Kensai and use a Bastard Sword. Dip a level in Ranger and get a Wand of Lead Blades. Now your Base Damage is 2d8, and you do max Damage.

The 3rd Edition Prestige Class Weapon Master could elect to do maximum damage 1/level/day.
