Well, one would assume that the Lands of the Linnorm Kings would have a few linnorms hanging around waiting for some surly barbarian to club them to death for political points. But I'm not all that learned in the region.
Edit: I don't know of anywhere in the Inner Sea that is as heavily populated with dragons as you're looking for. That doesn't seem to mix with even Golarion's hodge-lodge of fantasy staples.

In general, they don't congregate. They take a lot of feeding, they're always worried somebody else will slip in and steal treasure, and they're harder to "rule" than a roomful of ten-ton cats.
Closest you'll usually find is a small family group - two adults and two or three wyrmlings: or, in a few cases (probably more likely with the good- and lawful-aligned types), a small group (particularly of juvenile or young dragons) might hang out in the same general area to form a sort of mutual defense against would-be dragonslayers. Such groups are most likely in terrain that no humanoid kingdom is claiming - especially if it's terrain that favors the dragon type and discourages tourism (atop glaciers, deep in large swamps, in waterless badlands, etc.)

There is a family of 4 Red Dragons (2 Mature Adult and their 2 Wyrmlings) that live in Northern Belkzen (near the border with Ustalav).
Caravans and travellers using the flood road have taken to leaving "offerings" on Covenant Rock, a large flat Mesa. These offerings have reduced the number of Dragon attacks on neighbouring communities.
