with these listed houserules! (ooo curveball)
can move up to half speed and full attack
many feats made baseline (weapon finesse, power attack, piranha strike, anything thats a major feat tax)
many feats consilidated to only require one feat, and then they naturally progress dependong your your level/stats (things like imp grapple or weapon focus, or TWF)
with this in mind, im curious to what you would build for a ninja or a monk.

I wouldn't combine the two. Straight Monk, with maybe a Fighter dip.
Even with those houserules.
Although, I really don't understand what you are saying about how those houserules work, at all.
Maybe I am bad at comprehension, but you might as well said "Houserule: no tuba to pull are trees, and it's all corn in the free".

Hey guys, if you were playing with the following house rules how would you build a ninja or a monk?
1) Pounce at half speed
2) many feats like mobility, you get just by taking dodge, Greater weapon focus by just taking weapon focus etc...
3) Speaking of those feats, many like weapon focus, finnesse, etc are now free...
4) we really really like martials in this house rule, so they all get free mustaches.

Assuming that you mean monk or ninja, not multiclassed, I'd give thought to a TWF ninja or a zen archer monk. More detail on the characters requires more detail on the house rules.
If the pounce & scaling feats required a multiclassed monk / ninja I might give the ZAM a ninja level dip or vice versa, or I might shrug and create a character which didn't require these house rules.

I´m not sure if I would bother multiclassing, but if you do, I´d suggest taking between 2 and 6 levels of monk. If the latter, consider the qinggong archetype so you can choose other supernatural abilities. If you get the improved TWF feat automatically, for example, you don´t need more monk levels for improved/greater TWF via Flurry if the feat auto-upgrades.
It depends on who else is in the party and what roles are available, I probably would go heavy on ninja levels after the initial monk dip, since a lot of what you get from monk - except for the mid/late special abilities - will auto-scale with ninja levels.
P.S: and if you mean single class, well, Zen archer did become better :D

So what do you prefer to do, exactly? Ninjas definitely benefit from these rules, especially due to generally being feat-starved, though monks do get something out of it too. It is a matter of what sort of playstyle you prefer.
I have to say though, easy access to mobility and being able to maneuver more to get a flank is very good for anyone with sneak attack. I´d definitely go TWF-heavy for a ninja, and these rules make the scout archetype (which ninja can get, since they don´t lose uncanny dodge) extremely good.

if you're going to multiclass pick one as your primary class and take 4 levels in the other (that removes any additional BAB penalty for mulitclassing).
if you're doing monk or ninja, i'd say that ninja is a better option... the [1/2 speed + full attack] option is awesome for [2WF + sneak attack] and free finesse/piranha strike plus scaling weapon focus will really benefit the feat starved class.

Too bad you don't want to multiclass, with all those free feats you could make a really nice mist assassin. Ninja 2/ Oracle (Waves)1/ Ninja X with a reach weapon is really nasty. I would build it as an Ifrit with Firesight as some people can see through fog and some can see through smoke but only you can see through both.

I already have a really solid Sohei2/NinjaX going, and I ended up taking /Lore Warden Fighter2 for the feats and the Knowledge skills. Under those houserules, I'd probably drop the Fighter levels for more Ninja levels due to the feat savings. Then if there's room, I'd probably look into the consolidated Two-Weapon Fighting tree and that sweet Weapon Focus variant.
